At the time Paul wrote “All Scripture is inspired by God,” which Scriptures did he have in mind?

“And that from childhood you have known the sacred writings which are able to give you the wisdom that leads to salvation through faith which is in Christ Jesus. All Scripture is inspired by God and profitable for teaching, for reproof, for correction, for training in righteousness; so that the man of God may be adequate, equipped for every good work.” — 2 Timothy 3:15-17, written about 65 AD (New American Standard Bible)

No doubt Paul had in mind the Hebrew scriptures. In the preceding verses he told Timothy that he knew the scriptures from Infancy. It is so unlikely as to be considered impossible that more than one or two books of the Greek scripture existed in wide circulation at the time of Timothy’s infancy.

As a side point, Paul also stated in the preceding verses, that the scriptures (Hebrew scriptures as established above) would make one wise for salvation in connection with faith in Jesus. Therefore if Jesus or his Father were part of a Trinity, and such belief is necessary for salvation, it should be clearly stated in the Hebrew scriptures. But such a teaching is nowhere to be found and was never a belief of the ancient Jews – further evidence that the Trinity doctrine is false, far less necessary for salvation.

The Bible says, “All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness” Ok, but who decides what is Scripture? For example, Martin Luther decided that 8 books in the Bible weren’t Scripture, and he removed them.

How can anyone really tell what is Scripture, and what is not?
